Job Description
Job Title: Property Manager - Hartford CountySummary: The Property Manager oversees the daily operations, leasing, and compliance of assigned affordable housing properties. Responsibilities include ensuring compliance with LIHTC and other housing programs, maintaining occupancy, managing budgets, and fostering strong resident relations.
Essential Functions: • Oversee leasing, marketing, and rent collection to maintain targeted occupancy levels. • Ensure full compliance with LIHTC, HCV, PBV, RAP, and other applicable housing regulations. • Process applications, verify eligibility, execute leases, and complete all required resident documentation. • Monitor budgets and financial performance to ensure properties operate within guidelines. • Collaborate with the Facilities team on maintenance, inspections, and capital improvement projects. • Manage vendor contracts, solicit bids, and ensure quality and cost effectiveness of services. Qualifications: • Tax Credit Certification preferred. • Proficiency in MS Office and property management software (Yardi Voyager preferred). • Knowledge of Fair Housing, CT Landlord/Tenant Law, and HUD/DOH/CHFA requirements preferred. • Bilingual (Spanish or Russian) is a plus!
